How much is the TUPA fee in Morro de São Paulo, and how do you pay it?
Updated: October 2026
Short answer: The TUPA has cost R$70 per person since 20 December 2025. The rise to R$90 planned for July and then August 2026 was suspended indefinitely (municipal decree 3,521). You pay it once per trip, it's valid for 30 days, and children up to 5 and people 60 and over don't pay.
What is the TUPA?
It's the Tarifa por Uso do Patrimônio do Arquipélago, a municipal fee charged by Cairu city hall to every visitor arriving in Morro. It funds what tourism overloads: rubbish collection, cleaning, beach maintenance, inspection and environmental protection. According to city hall, Morro and Boipeba have about 18,000 residents and receive close to 800,000 tourists a year.
How much is it today, and how has it changed?
| From | Amount per person |
|---|---|
| Until November 2025 | R$40 |
| November 2025 | R$50 |
| 20 December 2025 (current) | R$70 |
| Rise to R$90 (planned Jul./Aug. 2026) | Suspended, no new date |
If you read "R$90" on another site, it's out of date. City hall said the rise will only take effect once works in Morro and Boipeba are finished.
Who doesn't pay, or pays half?
- Exempt: children up to 5 and people aged 60 or over (bring photo ID). Also Cairu residents and island workers, with proof.
- Half price: students, people with disabilities and people enrolled in social programmes, with proof.
How and where do you pay?
- Before you travel (recommended): on the official site tupadigital.com.br, by Pix or card. You get a QR code by email; save it as a screenshot.
- On arrival: at the self-service kiosks or the counter on the pier.
The only official online channel is TUPA Digital. Don't pay through links sent by strangers on WhatsApp.
How long is it valid?
You pay once per trip and it's valid for 30 days from payment.
How much will my family pay?
| Group | Calculation | Total |
|---|---|---|
| Couple | 2 × R$70 | R$140 |
| Couple + 4-year-old | 2 × R$70 + 0 | R$140 |
| Couple + 14-year-old | 3 × R$70 | R$210 |
| 4 friends | 4 × R$70 | R$280 |
Do tours and transfers include the TUPA?
Usually not: it's a separate public fee. Our tours and transfers do not include it.
What about Boipeba?
The law provides for a R$50 fee in Boipeba, but it isn't charged today: it was suspended along with Morro's increase. If it comes back, we'll update this article.
